Four-page Research Findings summary (No. 79/2005, Crime and Criminal Justice) of the evaluation commissioned by the Scottish Executive Justice Department of the three Scottish CTC pilots launched in 2000 with local authorities, Social Inclusion Partnerships and health boards, and supported by CTC (UK) as sole licensed provider. Method: qualitative case-study research between February 2000 and December 2003 covering community readiness, community mobilisation and assessment, and programme implementation. Findings: the pilot areas departed markedly from the model's criteria of size and neighbourhood structure; overlap and mismatch with Social Inclusion Partnership boundaries cut both ways; the process fostered partnership working and ownership, but attendance was inconsistent and few residents, especially young people, took part; risk audits challenged preconceptions, yet doubts about scoring methodology and data reliability weakened the evidence base; the Promising Approaches guide was seen as useful but incomplete; coordinators were crucial; the CTC philosophy was strongly supported by local professionals. Conclusion: methodological and practical problems hindered transfer to Scotland, and any effect on outcomes would depend on monitoring frameworks that were not clearly in place. No outcome data are reported.
