Criteria paper of the Crime Prevention Council of Lower Saxony (Landespräventionsrat Niedersachsen) setting out how programmes are admitted to and rated in the Grüne Liste Prävention, the German register of tested prevention programmes. Part A lists five inclusion criteria: a programme must be replicable, for instance through a written manual, pursue measurable goals, be limited in time for participants and be provided in addition to an existing basic infrastructure of services; it must start before problem behaviour has become established, and only primary or secondary, universal or selective programmes are admitted; it needs at least one evaluation study from the German-speaking countries, must address risk or protective factors that the CTC strategy treats as relevant, and must be implementable in Germany. Part B describes the three recommendation levels, from effectiveness theoretically well founded through probable to demonstrated, plus the categories on the threshold and no inclusion. Part C maps evaluation designs onto a scale of zero to five stars, rates the strength of evidence by group sizes, number of studies and German-language findings, grades the transferability of programmes developed abroad, and distinguishes five result grades. Part D summarises the procedure in an overview table and a four-step flow chart. The paper is a procedural rule rather than a research report and contains no outcome data of its own; it builds on the developmental model of Veerman and van Yperen (2007). An English translation appeared on 15 January 2016, and a revision of the criteria along GRADE and Blueprints lines was presented by Gorenoi et al. in 2024.
