Summary
Final report of the evaluation commissioned by the Joseph Rowntree Foundation of the three British CTC demonstration projects in England and Wales (from 1997/98). The Foundation had adapted the US model for the UK, founded a delivery organisation (CTC UK) and funded a coordinator post in each project for three years. Method: process and outcome evaluation over roughly five years with an impact period of two and a half years; the guiding questions were whether CTC was implemented successfully, whether risk and protective factors changed in the project areas, and what part the projects played in any change. Results: implementation differed markedly between the three areas; the observed changes in risk and protective factors were limited and could not be attributed to CTC with the design available. Conclusion: the authors call the approach promising but hold that substantial implementation problems would have to be solved before effects over a longer period could be expected. The report underpins the cautious British assessment of CTC to this day.
