CTC at EUSPR, 2011–2026: from a keynote to a network

The European Society for Prevention Research has met every year since 2010. Communities That Care has been on its programme at almost every conference since Lisbon 2011: first as a story told from single countries, then as an EU project, and since 2022 as a European community of practice that meets the model's developers face to face. This archive holds every CTC-related session, titles as printed, with the original programme as source.

  1. 01 · 2011–2016

    Arrival, and a European project

    The story opens with J. David Hawkins, co-developer of CTC, giving a keynote in Lisbon in 2011 on the public-health benefits of community-wide prevention, while a Zagreb team reports on CTC in Istria and the Netherlands and Lower Saxony compare notes in Krakow. In Paris 2013 the German implementation is a plenary. In Palma 2014 the EU-funded CTC European Network presents its cross-national youth-survey comparison and its review of effective programmes, and in Ljubljana 2015 the project convenes its first meeting in a free slot. In Berlin 2016, co-organised by the Crime Prevention Council of Lower Saxony, Nick Axford presents the review that became the CTC entries in the EUDA's Xchange register.

  2. 02 · 2017–2021

    Registers, trials and the survey travels

    The lean years for network meetings were rich in evidence. Nottinghamshire shows how mainstream services change children's outcomes measured partly with questions from the CTC youth survey, and the Green List Prevention brings the register logic of CTC's phase four to Vienna and to the online conference of 2021. John Toumbourou's keynote in Lisbon 2018 reports the Australian cluster-randomised trial; Frederick Groeger-Roth's plenary the same morning turns a decade of implementation into a taxonomy of barriers. Croatia keeps the youth survey alive on posters with samples of 4,821 and 10,138 pupils, and in 2020 Malmö and Lower Saxony present CTC beside the Icelandic model in an invited online symposium.

  3. 03 · 2022–2026

    A community of practice, with the developers in the room

    Tallinn 2022 is the turning point: a dedicated session chaired by the EMCDDA puts Germany's CTC-EFF replication, Malmö's readiness work and Croatia's twenty years side by side and asks for a European multi-country study. Sarajevo 2023 adds Estonia, Greece and Portugal through the Frontline Politeia survey adaptations. From Cremona 2024 the University of Washington's Social Development Research Group is a fixture: a pre-conference workshop, a keynote, symposia on monitoring tools and on the survey worldwide, and a campfire on a cross-national research agenda. Berlin 2025 holds the first European Network Meeting with sixteen CTC items in one programme, and Dublin 2026 opens with a European Meeting and a symposium that walks through the five phases in Estonia, Ireland, the United States, Sweden and Germany, with Hawkins leading the closing discussion. The story that began with his keynote returns to him fifteen years on.

Four threads through the years

  • The survey travelled first

    The CTC youth survey is the thread that runs through every year: Dutch community analyses in 2015, large Croatian school surveys from 2019, three new adaptations through Frontline Politeia in 2023. Then a worldwide psychometrics symposium in 2024, Ireland's first pilot and Croatia's digital version in 2026, with the Brazilian Comunidades Que Cuidam beside them.

  • Registers are phase four's infrastructure

    Xchange, born from the 2016 review, and Germany's Grüne Liste Prävention appear in six of the sixteen years' programmes. A community can only choose tested programmes if someone has tested and listed them; EUSPR is where the register keepers meet.

  • From country reports to a joint agenda

    Until 2021 CTC at EUSPR meant a handful of talks and posters a year. Since 2022 the European groups plan together: a multi-country study proposed in Tallinn, a research and action agenda in Cremona, network meetings in Berlin and Dublin.

  • The developers stayed in the room

    Hawkins in 2011, Toumbourou in 2018 and 2024, and since 2024 the Seattle team of Margaret Kuklinski, Nicole Eisenberg and Dalene Beaulieu at every conference. European adaptation has never meant working without the people who built the model.
