O CTC na EUSPR, 2011–2026: de uma conferência plenária a uma rede

A European Society for Prevention Research reúne-se todos os anos desde 2010. O Communities That Care esteve no seu programa em quase todas as conferências desde Lisboa 2011: primeiro como uma história contada a partir de países isolados, depois como projeto da UE e, desde 2022, como uma comunidade de prática europeia que se encontra cara a cara com os criadores do modelo. Este arquivo reúne todas as sessões relacionadas com o CTC, com os títulos tal como impressos e o programa original como fonte.

  1. 01 · 2011–2016

    A chegada, e um projeto europeu

    A história abre com J. David Hawkins, um dos criadores do CTC, a proferir em Lisboa, em 2011, uma conferência plenária sobre os benefícios de saúde pública da prevenção à escala da comunidade, enquanto uma equipa de Zagreb apresenta o CTC na Ístria e os Países Baixos e a Baixa Saxónia comparam experiências em Cracóvia. Em Paris, em 2013, a implementação alemã é tema de uma sessão plenária. Em Palma, em 2014, a CTC European Network, financiada pela UE, apresenta a sua comparação transnacional do inquérito aos jovens e a sua revisão dos programas eficazes, e em Liubliana, em 2015, o projeto convoca a sua primeira reunião num intervalo livre do programa. Em Berlim, em 2016, numa conferência coorganizada pelo Conselho de Prevenção da Criminalidade da Baixa Saxónia (Landespräventionsrat Niedersachsen), Nick Axford apresenta a revisão que deu origem às entradas CTC no registo Xchange da EUDA.

  2. 02 · 2017–2021

    Registos, ensaios e o inquérito que viaja

    Os anos magros para as reuniões da rede foram ricos em evidência. Nottinghamshire mostra como os serviços regulares alteram os resultados das crianças, medidos em parte com perguntas do inquérito aos jovens do CTC, e a Grüne Liste Prävention leva a lógica de registo da fase quatro do CTC a Viena e à conferência online de 2021. A conferência plenária de John Toumbourou em Lisboa, em 2018, relata o ensaio australiano aleatorizado por clusters; a sessão plenária de Frederick Groeger-Roth, na mesma manhã, transforma uma década de implementação numa taxonomia de barreiras. A Croácia mantém vivo o inquérito aos jovens em pósteres, com amostras de 4821 e 10.138 alunos, e em 2020 Malmö e a Baixa Saxónia apresentam o CTC ao lado do modelo islandês num simpósio online por convite.

  3. 03 · 2022–2026

    Uma comunidade de prática, com os criadores na sala

    Talin 2022 é o ponto de viragem: uma sessão dedicada, presidida pelo EMCDDA, coloca lado a lado a replicação alemã CTC-EFF, o trabalho de Malmö sobre a prontidão e os vinte anos da Croácia, e pede um estudo europeu em vários países. Sarajevo 2023 acrescenta a Estónia, a Grécia e Portugal, através das adaptações do inquérito feitas no Frontline Politeia. A partir de Cremona 2024, o Social Development Research Group da University of Washington passa a ser presença fixa: uma oficina pré-conferência, uma conferência plenária, simpósios sobre instrumentos de monitorização e sobre o inquérito à escala mundial, e um campfire sobre uma agenda de investigação transnacional. Berlim 2025 acolhe o primeiro European Network Meeting, com dezasseis itens CTC num único programa, e Dublin 2026 abre com um European Meeting e um simpósio que percorre as cinco fases na Estónia, na Irlanda, nos Estados Unidos, na Suécia e na Alemanha, com Hawkins a conduzir a discussão final. A história que começou com a sua conferência plenária regressa a ele quinze anos depois.

Quatro fios condutores ao longo dos anos

  • O inquérito viajou primeiro

    O inquérito aos jovens do CTC é o fio que atravessa todos os anos: análises de comunidades neerlandesas em 2015, grandes inquéritos escolares croatas a partir de 2019, três novas adaptações através do Frontline Politeia em 2023. Depois, um simpósio sobre psicometria à escala mundial em 2024, o primeiro piloto da Irlanda e a versão digital da Croácia em 2026 e, ao lado deles, o programa brasileiro Comunidades Que Cuidam, sem relação com a adaptação portuguesa do inquérito.

  • Os registos são a infraestrutura da fase quatro

    O Xchange, nascido da revisão de 2016, e a Grüne Liste Prävention alemã aparecem nos programas de seis dos dezasseis anos. Uma comunidade só pode escolher programas testados se alguém os tiver testado e listado; a EUSPR é onde se encontram os responsáveis pelos registos.

  • De relatórios por país a uma agenda comum

    Até 2021, o CTC na EUSPR significava um punhado de comunicações e pósteres por ano. Desde 2022, os grupos europeus planeiam em conjunto: um estudo em vários países proposto em Talin, uma agenda de investigação e ação em Cremona, reuniões da rede em Berlim e em Dublin.

  • Os criadores ficaram na sala

    Hawkins em 2011, Toumbourou em 2018 e 2024 e, desde 2024, a equipa de Seattle de Margaret Kuklinski, Nicole Eisenberg e Dalene Beaulieu em todas as conferências. A adaptação europeia nunca significou trabalhar sem as pessoas que construíram o modelo.
