CTC à l’EUSPR, 2011–2026 : d’une conférence plénière à un réseau

L’European Society for Prevention Research se réunit chaque année depuis 2010. Communities That Care figure à son programme à presque chaque conférence depuis Lisbonne 2011 : d’abord comme un récit raconté pays par pays, puis comme projet de l’UE, et depuis 2022 comme une communauté de pratique européenne qui rencontre en personne les concepteurs du modèle. Ces archives rassemblent toutes les sessions liées à CTC, avec les titres tels qu’ils figurent au programme et le programme original pour source.

  1. 01 · 2011–2016

    L’arrivée, et un projet européen

    L’histoire s’ouvre avec J. David Hawkins, coconcepteur de CTC, qui donne à Lisbonne en 2011 une conférence plénière sur les bénéfices pour la santé publique d’une prévention à l’échelle de toute la communauté, tandis qu’une équipe de Zagreb rend compte de CTC en Istrie et que les Pays-Bas et la Basse-Saxe confrontent leurs expériences à Cracovie. À Paris en 2013, la mise en œuvre allemande fait l’objet d’une séance plénière. À Palma en 2014, le CTC European Network, financé par l’UE, présente sa comparaison transnationale des enquêtes auprès des jeunes et sa revue des programmes efficaces, et à Ljubljana en 2015, le projet tient sa première réunion dans un créneau libre. À Berlin en 2016, lors d’une conférence coorganisée par le Conseil de prévention de la criminalité de Basse-Saxe, Nick Axford présente la revue dont sont issues les entrées CTC du registre Xchange de l’EUDA.

  2. 02 · 2017–2021

    Registres, essais, et une enquête qui voyage

    Les années creuses pour les réunions du réseau ont été riches en données probantes. Le Nottinghamshire montre comment les services de droit commun modifient le devenir des enfants, mesuré en partie à l’aide de questions tirées de l’enquête CTC auprès des jeunes, et la Grüne Liste Prävention porte la logique de registre de la phase quatre de CTC à Vienne, puis à la conférence en ligne de 2021. La conférence plénière de John Toumbourou à Lisbonne en 2018 rend compte de l’essai randomisé en grappes australien ; l’intervention en plénière de Frederick Groeger-Roth, le même matin, transforme une décennie de mise en œuvre en une taxonomie des obstacles. La Croatie fait vivre l’enquête auprès des jeunes sur des posters, avec des échantillons de 4 821 et 10 138 élèves, et en 2020 Malmö et la Basse-Saxe présentent CTC aux côtés du modèle islandais dans un symposium en ligne sur invitation.

  3. 03 · 2022–2026

    Une communauté de pratique, avec les concepteurs dans la salle

    Tallinn 2022 marque le tournant : une session dédiée, présidée par l’EMCDDA, met côte à côte la réplication allemande CTC-EFF, les travaux de Malmö sur l’état de préparation et les vingt ans de la Croatie, et appelle à une étude européenne multipays. Sarajevo 2023 y ajoute l’Estonie, la Grèce et le Portugal grâce aux adaptations de l’enquête menées dans Frontline Politeia. À partir de Crémone 2024, le Social Development Research Group de l’université de Washington est de tous les rendez-vous : un atelier pré-conférence, une conférence plénière, des symposiums sur les outils de suivi et sur l’enquête à travers le monde, et un campfire consacré à une feuille de route de recherche transnationale. Berlin 2025 accueille la première rencontre du réseau européen, avec seize contributions CTC inscrites à un même programme, et Dublin 2026 s’ouvre sur une rencontre européenne et un symposium qui parcourt les cinq phases en Estonie, en Irlande, aux États-Unis, en Suède et en Allemagne, Hawkins animant la discussion de clôture. L’histoire qui avait commencé par sa conférence plénière lui revient quinze ans plus tard.

Quatre fils conducteurs à travers les années

  • L’enquête a voyagé la première

    L’enquête CTC auprès des jeunes est le fil qui traverse toutes les années : analyses par communauté aux Pays-Bas en 2015, vastes enquêtes croates en milieu scolaire à partir de 2019, trois nouvelles adaptations par Frontline Politeia en 2023. Puis un symposium mondial de psychométrie en 2024, le premier pilote irlandais et la version numérique croate en 2026, avec à leurs côtés le programme brésilien Comunidades Que Cuidam.

  • Les registres sont l’infrastructure de la phase quatre

    Xchange, né de la revue de 2016, et la Grüne Liste Prävention allemande apparaissent dans les programmes de six des seize années. Une communauté ne peut choisir des programmes éprouvés que si quelqu’un les a évalués et recensés ; l’EUSPR est le lieu où se retrouvent les responsables des registres.

  • Des comptes rendus nationaux à une feuille de route commune

    Jusqu’en 2021, CTC à l’EUSPR se résumait à une poignée de communications et de posters par an. Depuis 2022, les groupes européens planifient ensemble : une étude multipays proposée à Tallinn, une feuille de route pour la recherche et l’action à Crémone, des rencontres du réseau à Berlin et à Dublin.

  • Les concepteurs sont restés dans la salle

    Hawkins en 2011, Toumbourou en 2018 et 2024, et depuis 2024 l’équipe de Seattle, Margaret Kuklinski, Nicole Eisenberg et Dalene Beaulieu, à chaque conférence. Adapter CTC à l’Europe n’a jamais voulu dire travailler sans les personnes qui ont construit le modèle.
