Au-delà de la commune

Commencer à l’école, viser la commune

Il faut souvent des années avant qu’une commune ou un district n’engage un processus CTC. L’enquête auprès des jeunes est de toute façon menée dans les écoles ; le processus peut donc aussi commencer dans un seul établissement : en Allemagne sous les noms Schools That Care et Weitblick, les points clairs de la carte.

Le raisonnement est simple. Une collectivité a besoin d’un mandat, d’une coordination et d’un budget avant sa première enquête, et cela peut prendre beaucoup de temps. Les données sur lesquelles repose le processus, l’enquête anonyme auprès des jeunes, sont de toute façon recueillies dans les écoles, et dans l’essai américain la plupart des programmes éprouvés choisis par les collectivités ont été mis en œuvre à l’école. Il peut donc être judicieux de commencer dans un seul établissement, avec son propre groupe de pilotage, ses propres résultats d’enquête et son propre plan de prévention. L’objectif ne change pas : après le processus scolaire, les données sont portées aux interfaces et, dans le meilleur des cas, vers un processus CTC à l’échelle communale. L’école est un premier pas, pas un substitut.

En Allemagne, cela répond à une obligation. La loi impose aux écoles d’élaborer des concepts de prévention, et l’enquête CTC leur en fournit une base solide. Schools That Care (STC) est né d’une coopération de FINDER e.V. avec le Conseil de prévention de la délinquance de Basse-Saxe : pendant environ deux ans, un groupe de pilotage réunissant la direction, les enseignants, le travail social scolaire, les parents et les élèves parcourt les phases CTC au sein d’un seul établissement, de l’enquête à un plan de prévention écrit avec des programmes éprouvés de la Grüne Liste Prävention, le registre allemand, en passant par un état des lieux de ce que l’établissement propose déjà. Weitblick en est le prolongement en un programme destiné aux établissements de tous types dans toute l’Allemagne, gratuit pour les écoles, financé par l’Association des assureurs maladie privés (PKV-Verband) de 2022 à 2026 et évalué de manière externe par la Faculté de médecine de Hanovre (MHH) selon un plan séquentiel quasi expérimental avec 72 établissements en six vagues. Les premières analyses au niveau des établissements, portant sur 11 établissements d’intervention et 29 établissements témoins, indiquent que l’adoption d’une prévention fondée sur la science et la coopération intersectorielle ne se sont améliorées que dans les établissements d’intervention.

Pour ce travail, l’enquête CTC auprès des jeunes a été complétée par d’autres instruments, dont des modules sur l’usage des médias, sur l’activité physique et l’alimentation et sur les violences sexualisées. Ces modules sont à leur tour à la disposition des communes qui mènent le processus CTC complet, de sorte qu’une enquête scolaire et une enquête communale peuvent reposer sur le même questionnaire.

Réseau

Soutenu par l’Europe, réuni chaque année à l’EUSPR

L’Union européenne a cofinancé Communities That Care en Europe à trois reprises depuis 2008 et cofinance aujourd’hui un projet pilote estonien, et depuis 2025 les groupes CTC européens tiennent chaque année une rencontre du réseau à la conférence de l’EUSPR.

Conférence annuelle de l’EUSPR

L’European Society for Prevention Research réunit chaque automne chercheurs et praticiens de la prévention. Les groupes CTC européens mettent à profit la journée précédant la conférence et le programme pour se rencontrer, comparer leurs adaptations et planifier des travaux communs : une réunion du réseau à Ljubljana en 2015, un atelier CTC à Crémone en 2024, la rencontre du réseau européen avec l’université de Washington à Berlin en 2025, et Dublin en 2026.
