Para além do município

Começar na escola, com o município como meta

Muitas vezes passam anos até que um município ou um distrito inicie um processo CTC. O inquérito aos jovens é feito de qualquer modo nas escolas, pelo que o processo também pode começar dentro de uma única escola: na Alemanha como Schools That Care e Weitblick, os pontos claros do mapa.

O raciocínio é simples. Uma comunidade precisa de um mandato, de uma coordenação e de um orçamento antes do primeiro inquérito, e isso pode demorar muito. Os dados em que o processo assenta, o inquérito anónimo aos jovens, são recolhidos nas escolas de qualquer modo, e no ensaio norte-americano a maioria dos programas testados escolhidos pelas comunidades foi aplicada nas escolas. Pode por isso fazer sentido começar dentro de uma única escola, com o seu próprio grupo de coordenação, os seus próprios resultados de inquérito e o seu próprio plano de prevenção. O objetivo não muda: depois do processo escolar, os dados são levados às interfaces e, no melhor dos casos, a um processo CTC ao nível municipal. A escola é um primeiro passo, não um substituto.

Na Alemanha isto responde a uma obrigação. A lei passou a exigir às escolas que elaborem conceitos de prevenção, e o inquérito CTC dá-lhes uma base sólida para isso. O Schools That Care (STC) começou como uma cooperação da FINDER e.V. com o Conselho de Prevenção da Criminalidade da Baixa Saxónia: ao longo de cerca de dois anos, um grupo de coordenação composto pela direção, professores, serviço social escolar, pais e alunos percorre as fases do CTC dentro de uma única escola, do inquérito, passando por um levantamento do que a escola já oferece, até um plano de prevenção escrito com programas testados da Grüne Liste Prävention, o registo alemão. O Weitblick é o seu desenvolvimento num programa para escolas de todos os tipos em toda a Alemanha, gratuito para as escolas, financiado pela Associação das Seguradoras Privadas de Saúde (PKV-Verband) de 2022 a 2026 e avaliado externamente pela Faculdade de Medicina de Hannover (MHH) num desenho sequencial quase experimental com 72 escolas em seis vagas. As primeiras análises ao nível da escola, com 11 escolas de intervenção e 29 de controlo, indicam que a adoção de prevenção baseada na ciência e a cooperação intersectorial melhoraram apenas nas escolas de intervenção.

Para este trabalho, o inquérito CTC aos jovens foi alargado com outros instrumentos, entre eles módulos sobre uso dos media, sobre atividade física e alimentação e sobre violência sexualizada. Estes módulos ficam por sua vez à disposição dos municípios que conduzem o processo CTC completo, para que um inquérito escolar e um inquérito comunitário possam assentar no mesmo questionário.

Com o apoio da Europa, encontro na EUSPR

A União Europeia cofinanciou o Communities That Care na Europa três vezes desde 2008 e cofinancia hoje um projeto-piloto na Estónia, e desde 2025 os grupos CTC europeus realizam todos os anos uma reunião da rede na conferência da EUSPR.

Conferência anual da EUSPR

A European Society for Prevention Research reúne todos os outonos investigadores e profissionais da prevenção. Os grupos CTC europeus usam o dia pré-conferência e o programa para se encontrarem, compararem adaptações e planearem trabalho conjunto: uma reunião da rede em Liubliana em 2015, uma oficina CTC em Cremona em 2024, o European Network Meeting com a University of Washington em Berlim em 2025, e Dublin em 2026.
