Zacząć w szkole, z myślą o gminie

Często mijają lata, zanim gmina lub powiat rozpocznie proces CTC. Badanie młodzieży i tak odbywa się w szkołach, więc proces może zacząć się także w pojedynczej szkole: w Niemczech jako Schools That Care i Weitblick, jasne punkty na mapie.

Rozumowanie jest proste. Społeczność potrzebuje mandatu, koordynatora i budżetu, zanim przeprowadzi pierwsze badanie, a to może trwać długo. Dane, na których opiera się proces, czyli anonimowe badanie młodzieży, i tak zbiera się w szkołach, a w amerykańskim badaniu większość sprawdzonych programów wybranych przez społeczności była realizowana w szkołach. Może więc mieć sens rozpoczęcie w pojedynczej szkole, z własnym zespołem sterującym, własnymi wynikami badania i własnym planem profilaktyki. Cel się nie zmienia: po procesie szkolnym dane przenosi się na styk instytucji, najlepiej do procesu CTC na poziomie gminy. Szkoła jest pierwszym krokiem, a nie zamiennikiem.

W Niemczech odpowiada to obowiązkowi prawnemu. Szkoły zostały ustawowo zobowiązane do opracowania koncepcji profilaktyki, a badanie CTC daje im do tego solidną podstawę. Schools That Care (STC) powstał jako wspólne przedsięwzięcie FINDER e.V. i Rady Zapobiegania Przestępczości Dolnej Saksonii: przez około dwa lata zespół sterujący złożony z dyrekcji, nauczycieli, szkolnej pracy socjalnej, rodziców i uczniów przechodzi fazy CTC w obrębie jednej szkoły, od badania, przez przegląd tego, co szkoła już oferuje, po pisemny plan profilaktyki ze sprawdzonymi programami z Grüne Liste Prävention, niemieckiego rejestru. Weitblick to jego rozwinięcie w program dla szkół wszystkich typów w całych Niemczech, bezpłatny dla szkół, finansowany przez Związek Prywatnych Ubezpieczycieli Zdrowotnych (PKV-Verband) w latach 2022–2026 i oceniany zewnętrznie przez Wyższą Szkołę Medyczną w Hanowerze (MHH) w quasi-eksperymentalnym planie sekwencyjnym z 72 szkołami w sześciu falach. Pierwsze analizy na poziomie szkół, obejmujące 11 szkół interwencyjnych i 29 kontrolnych, wskazują, że przyjmowanie profilaktyki opartej na nauce i współpraca międzysektorowa poprawiły się wyłącznie w szkołach interwencyjnych.

Na potrzeby tej pracy badanie młodzieży CTC rozszerzono o kolejne narzędzia, między innymi moduły dotyczące korzystania z mediów, aktywności fizycznej i żywienia oraz przemocy seksualnej. Moduły te są z kolei dostępne dla gmin prowadzących pełny proces CTC, tak aby badanie szkolne i badanie w społeczności mogły opierać się na tym samym kwestionariuszu.

Doroczna konferencja EUSPR

European Society for Prevention Research (Europejskie Towarzystwo Badań nad Profilaktyką) każdej jesieni gromadzi badaczy i praktyków profilaktyki. Europejskie grupy CTC wykorzystują dzień przedkonferencyjny i program konferencji, by się spotkać, porównać adaptacje i zaplanować wspólne prace: spotkanie sieci w Lublanie w 2015 roku, warsztat CTC w Cremonie w 2024 roku, European Network Meeting z Uniwersytetem Waszyngtońskim w Berlinie w 2025 roku oraz Dublin 2026.
