Doctoral thesis defended at Vrije Universiteit Amsterdam on 19 December 2012 (supervisors Pim Cuijpers and Hans Boutellier), assembling a decade of the author's work on Communities that Care in the Netherlands as a social experiment. Part I (practice) reprints the account of CTC's Dutch origins (Jonkman, Junger-Tas and Van Dijk 2005), a chapter on prevention and effective programmes, and the two-country implementation study of 22 communities in the United States and the Netherlands using milestones-and-benchmarks and board interviews. Part II (research) contains socio-epidemiological studies: antisocial behaviour among 5,657 young people in 55 Rotterdam neighbourhoods, a multilevel analysis of violence and delinquency among 7,842 adolescents in the Netherlands Antilles, and a comparison of community variation in binge drinking between Australia and the Netherlands. Part III (impact) presents the 2008 to 2011 quasi-experimental effect study with propensity-score matching in a three-level panel model, which found no effect on problem behaviour, risk and protective factors or initiation of drinking and smoking, and a discussion paper on international translational research. The discussion frames CTC as a rational steering approach for local youth policy while attributing the disappointing impact results to short duration, contamination, small samples and the scarcity of tested programmes.
