Cominciare nella scuola, puntando al comune

Spesso passano anni prima che un comune o un distretto avvii un processo CTC. L’indagine tra i giovani si svolge comunque nelle scuole, quindi il processo può iniziare anche all’interno di una sola scuola: in Germania come Schools That Care e Weitblick, i punti chiari sulla mappa.

Il ragionamento è semplice. Una comunità ha bisogno di un mandato, di un coordinatore e di un bilancio prima della sua prima indagine, e questo può richiedere molto tempo. I dati su cui poggia il processo, l’indagine anonima tra i giovani, vengono comunque raccolti nelle scuole, e nello studio statunitense la maggior parte dei programmi collaudati scelti dalle comunità è stata realizzata a scuola. Può quindi avere senso cominciare all’interno di una singola scuola, con un proprio gruppo di coordinamento, i propri risultati dell’indagine e un proprio piano di prevenzione. L’obiettivo non cambia: dopo il processo scolastico i dati vengono portati alle interfacce, nel migliore dei casi in un processo CTC a livello comunale. La scuola è un primo passo, non un sostituto.

In Germania questo risponde a un obbligo. Le scuole sono tenute per legge a elaborare concetti di prevenzione, e l’indagine CTC offre loro una base solida. Schools That Care (STC) è nato come cooperazione di FINDER e.V. con il Consiglio per la prevenzione della criminalità della Bassa Sassonia: nell’arco di circa due anni, un gruppo di coordinamento composto da dirigenza, insegnanti, servizio sociale scolastico, genitori e studenti percorre le fasi CTC all’interno di una sola scuola, dall’indagine, passando per una ricognizione di ciò che la scuola offre già, fino a un piano di prevenzione scritto con programmi collaudati della Grüne Liste Prävention, il registro tedesco. Weitblick ne è lo sviluppo in un programma per scuole di ogni tipo in tutta la Germania, gratuito per le scuole, finanziato dall’Associazione delle assicurazioni sanitarie private (PKV-Verband) dal 2022 al 2026 e valutato esternamente dalla Facoltà di medicina di Hannover (MHH) con un disegno sequenziale quasi sperimentale su 72 scuole in sei ondate. Le prime analisi a livello di scuola, su 11 scuole di intervento e 29 di controllo, indicano che l’adozione di una prevenzione basata sulla scienza e la cooperazione intersettoriale sono migliorate soltanto nelle scuole di intervento.

Per questo lavoro l’indagine CTC tra i giovani è stata ampliata con ulteriori strumenti, tra cui moduli sull’uso dei media, sull’attività fisica e l’alimentazione e sulla violenza sessualizzata. Questi moduli sono a loro volta a disposizione dei comuni che conducono il processo CTC completo, così che un’indagine scolastica e un’indagine di comunità possano poggiare sullo stesso questionario.

L'Unione europea ha cofinanziato Communities That Care in Europa tre volte dal 2008 e cofinanzia oggi una sperimentazione pilota in Estonia, e dal 2025 i gruppi CTC europei tengono ogni anno un incontro di rete alla conferenza EUSPR.

L'European Society for Prevention Research riunisce ogni autunno ricercatori e operatori della prevenzione. I gruppi CTC europei usano la giornata pre-conferenza e il programma per incontrarsi, confrontare gli adattamenti e pianificare il lavoro comune: un incontro di rete a Lubiana nel 2015, un workshop CTC a Cremona nel 2024, l'European Network Meeting con l'Università di Washington a Berlino nel 2025, e Dublino nel 2026.
