CTC all'EUSPR, 2011–2026: da un keynote a una rete

L'European Society for Prevention Research si riunisce ogni anno dal 2010. Communities That Care è stato nel suo programma a quasi ogni conferenza da Lisbona 2011 in poi: prima come storia raccontata da singoli paesi, poi come progetto dell'UE e, dal 2022, come comunità di pratica europea che incontra di persona gli ideatori del modello. Questo archivio raccoglie ogni sessione legata a CTC, con i titoli come pubblicati e il programma originale come fonte.

  1. 01 · 2011–2016

    L'arrivo, e un progetto europeo

    La storia si apre con J. David Hawkins, co-ideatore di CTC, che nel 2011 tiene a Lisbona un keynote sui benefici per la salute pubblica di una prevenzione estesa all'intera comunità, mentre un gruppo di Zagabria riferisce su CTC in Istria e i Paesi Bassi e la Bassa Sassonia si confrontano a Cracovia. A Parigi nel 2013 l'attuazione tedesca è in plenaria. A Palma nel 2014 il CTC European Network, finanziato dall'UE, presenta il suo confronto transnazionale dell'indagine sui giovani e la sua rassegna dei programmi efficaci, e a Lubiana nel 2015 il progetto tiene il suo primo incontro in uno spazio libero del programma. A Berlino nel 2016, in una conferenza co-organizzata dal Consiglio per la prevenzione della criminalità della Bassa Sassonia, Nick Axford presenta la rassegna da cui sono nate le voci CTC nel registro Xchange dell'EUDA.

  2. 02 · 2017–2021

    Registri, studi randomizzati e un'indagine in viaggio

    Gli anni magri per gli incontri di rete sono stati ricchi di evidenze. Il Nottinghamshire mostra come i servizi ordinari cambino gli esiti di bambini e ragazzi misurati in parte con domande tratte dall'indagine CTC sui giovani, e la Grüne Liste Prävention porta la logica di registro della quarta fase di CTC a Vienna e alla conferenza online del 2021. Il keynote di John Toumbourou a Lisbona nel 2018 presenta lo studio randomizzato a cluster australiano; l'intervento in plenaria di Frederick Groeger-Roth, la stessa mattina, trasforma un decennio di attuazione in una tassonomia degli ostacoli. La Croazia tiene viva l'indagine sui giovani con poster su campioni di 4.821 e 10.138 studenti, e nel 2020 Malmö e la Bassa Sassonia presentano CTC accanto al modello islandese in un simposio online su invito.

  3. 03 · 2022–2026

    Una comunità di pratica, con gli ideatori in sala

    Tallinn 2022 è il punto di svolta: una sessione dedicata, presieduta dall'EMCDDA, mette fianco a fianco la replicazione tedesca CTC-EFF, il lavoro di Malmö sulla verifica della disponibilità e i vent'anni della Croazia, e chiede uno studio europeo su più paesi. Sarajevo 2023 aggiunge Estonia, Grecia e Portogallo attraverso gli adattamenti dell'indagine realizzati nell'ambito di Frontline Politeia. Da Cremona 2024 il Social Development Research Group dell'Università di Washington è una presenza fissa: un workshop pre-conferenza, un keynote, simposi sugli strumenti di monitoraggio e sull'indagine nel mondo, e un campfire su un'agenda di ricerca transnazionale. Berlino 2025 ospita il primo European Network Meeting, con sedici voci CTC in un solo programma, e Dublino 2026 si apre con un European Meeting e un simposio che ripercorre le cinque fasi in Estonia, Irlanda, Stati Uniti, Svezia e Germania, con Hawkins a guidare la discussione conclusiva. La storia iniziata con il suo keynote torna a lui quindici anni dopo.

Quattro fili attraverso gli anni

  • L'indagine ha viaggiato per prima

    L'indagine CTC sui giovani è il filo che attraversa ogni anno: le analisi delle comunità olandesi nel 2015, le ampie indagini scolastiche croate dal 2019, tre nuovi adattamenti con Frontline Politeia nel 2023. Poi un simposio del 2024 sulla psicometria dell'indagine nel mondo, il primo studio pilota dell'Irlanda e la versione digitale della Croazia nel 2026, e accanto a loro il brasiliano Comunidades Que Cuidam.

  • I registri sono l'infrastruttura della quarta fase

    Xchange, nato dalla rassegna del 2016, e la Grüne Liste Prävention tedesca compaiono nei programmi di sei dei sedici anni. Una comunità può scegliere programmi testati solo se qualcuno li ha valutati e inseriti in un elenco; l'EUSPR è il luogo in cui chi cura i registri si incontra.

  • Dai rapporti nazionali a un'agenda comune

    Fino al 2021 CTC all'EUSPR significava una manciata di interventi e poster l'anno. Dal 2022 i gruppi europei pianificano insieme: uno studio su più paesi proposto a Tallinn, un'agenda di ricerca e di azione a Cremona, incontri di rete a Berlino e a Dublino.

  • Gli ideatori sono rimasti in sala

    Hawkins nel 2011, Toumbourou nel 2018 e nel 2024, e dal 2024 il gruppo di Seattle di Margaret Kuklinski, Nicole Eisenberg e Dalene Beaulieu a ogni conferenza. L'adattamento europeo non ha mai significato lavorare senza le persone che hanno costruito il modello.
