CTC op de EUSPR, 2011–2026: van een keynote tot een netwerk

De European Society for Prevention Research komt sinds 2010 elk jaar bijeen. Communities That Care staat sinds Lissabon 2011 op het programma van vrijwel elke conferentie: eerst als een verhaal uit afzonderlijke landen, daarna als EU-project, en sinds 2022 als een Europese praktijkgemeenschap die de ontwikkelaars van het model persoonlijk ontmoet. Dit archief bevat elke sessie met een CTC-verband, titels zoals gedrukt, met het oorspronkelijke programma als bron.

  1. 01 · 2011–2016

    Aankomst, en een Europees project

    Het verhaal begint met J. David Hawkins, medeontwikkelaar van CTC, die in 2011 in Lissabon een keynote houdt over de winst voor de volksgezondheid van gemeenschapsbrede preventie, terwijl een team uit Zagreb verslag doet van CTC in Istrië en Nederland en Nedersaksen in Krakau ervaringen uitwisselen. In Parijs 2013 is de Duitse implementatie een plenaire lezing. In Palma 2014 presenteert het door de EU gefinancierde CTC European Network zijn landenvergelijkende analyse van de jongerenenquête en zijn overzicht van effectieve programma’s, en in Ljubljana 2015 belegt het project zijn eerste bijeenkomst in een vrij tijdslot. In Berlijn 2016, medegeorganiseerd door de Landespräventionsrat Niedersachsen, de raad voor criminaliteitspreventie van Nedersaksen, presenteert Nick Axford het overzicht dat de basis werd van de CTC-vermeldingen in de Xchange-databank van het EUDA.

  2. 02 · 2017–2021

    Databanken, effectstudies en de enquête op reis

    De magere jaren voor netwerkbijeenkomsten waren rijk aan bewijs. Nottinghamshire laat zien hoe reguliere voorzieningen de uitkomsten van kinderen veranderen, deels gemeten met vragen uit de CTC-jongerenenquête, en de Grüne Liste Prävention brengt de databanklogica uit fase vier van CTC naar Wenen en naar de online conferentie van 2021. De keynote van John Toumbourou in Lissabon 2018 doet verslag van het Australische clustergerandomiseerde onderzoek; de plenaire lezing van Frederick Groeger-Roth diezelfde ochtend vertaalt tien jaar implementatie in een taxonomie van belemmeringen. Kroatië houdt de jongerenenquête levend op posters met steekproeven van 4.821 en 10.138 leerlingen, en in 2020 presenteren Malmö en Nedersaksen CTC naast het IJslandse model in een online symposium op uitnodiging.

  3. 03 · 2022–2026

    Een praktijkgemeenschap, met de ontwikkelaars in de zaal

    Tallinn 2022 is het keerpunt: een speciale sessie onder voorzitterschap van het EMCDDA zet de Duitse CTC-EFF-replicatie, het werk van Malmö aan de bereidheid van gemeenschappen en twintig jaar CTC in Kroatië naast elkaar en vraagt om een Europees onderzoek in meerdere landen. Sarajevo 2023 voegt Estland, Griekenland en Portugal toe via de enquêteadaptaties van Frontline Politeia. Vanaf Cremona 2024 is de Social Development Research Group van de University of Washington een vaste waarde: een workshop vóór de conferentie, een keynote, symposia over monitoringsinstrumenten en over de enquête wereldwijd, en een campfire-sessie over een landenoverstijgende onderzoeksagenda. In Berlijn 2025 vindt de eerste European Network Meeting plaats, met zestien CTC-onderdelen in één programma, en Dublin 2026 opent met een European Meeting en een symposium dat de vijf fasen doorloopt in Estland, Ierland, de Verenigde Staten, Zweden en Duitsland, waarbij Hawkins de slotdiscussie leidt. Het verhaal dat met zijn keynote begon, keert vijftien jaar later bij hem terug.

Vier rode draden door de jaren heen

  • De enquête ging als eerste op reis

    De CTC-jongerenenquête is de rode draad door alle jaren: Nederlandse gemeenschapsanalyses in 2015, grote Kroatische schoolenquêtes vanaf 2019, drie nieuwe adaptaties via Frontline Politeia in 2023. Daarna een wereldwijd symposium over psychometrie in 2024, de eerste Ierse pilot en de Kroatische digitale versie in 2026, met daarnaast het Braziliaanse Comunidades Que Cuidam.

  • Databanken zijn de infrastructuur van fase vier

    Xchange, voortgekomen uit het overzicht van 2016, en de Duitse Grüne Liste Prävention komen voor in de programma’s van zes van de zestien jaren. Een gemeenschap kan alleen beproefde programma’s kiezen als iemand ze heeft beproefd en in een databank heeft opgenomen; de EUSPR is de plek waar de beheerders van die databanken elkaar ontmoeten.

  • Van landenrapportages naar een gezamenlijke agenda

    Tot 2021 betekende CTC op de EUSPR een handvol lezingen en posters per jaar. Sinds 2022 plannen de Europese groepen samen: een in Tallinn voorgesteld onderzoek in meerdere landen, een onderzoeks- en actieagenda in Cremona, netwerkbijeenkomsten in Berlijn en Dublin.

  • De ontwikkelaars bleven in de zaal

    Hawkins in 2011, Toumbourou in 2018 en 2024, en sinds 2024 op elke conferentie het team uit Seattle met Margaret Kuklinski, Nicole Eisenberg en Dalene Beaulieu. Europese adaptatie heeft nooit betekend dat er werd gewerkt zonder de mensen die het model hebben ontwikkeld.
