CTC en la EUSPR, 2011–2026: de una conferencia plenaria a una red

La European Society for Prevention Research se reúne cada año desde 2010. Communities That Care ha figurado en su programa en casi todos los congresos desde Lisboa 2011: primero como una historia contada país por país, después como proyecto de la UE y, desde 2022, como una comunidad de práctica europea que se encuentra cara a cara con los creadores del modelo. Este archivo reúne todas las sesiones relacionadas con CTC, con los títulos tal como aparecen impresos y el programa original como fuente.

  1. 01 · 2011–2016

    La llegada, y un proyecto europeo

    La historia se abre con J. David Hawkins, cocreador de CTC, que pronuncia en Lisboa en 2011 una conferencia plenaria sobre los beneficios para la salud pública de la prevención a escala comunitaria, mientras un equipo de Zagreb presenta CTC en Istria y los Países Bajos y Baja Sajonia intercambian experiencias en Cracovia. En París 2013 la implementación alemana ocupa una sesión plenaria. En Palma 2014 la CTC European Network, financiada por la UE, presenta su comparación transnacional de la encuesta a jóvenes y su revisión de programas eficaces, y en Liubliana 2015 el proyecto convoca su primera reunión en un hueco libre del programa. En Berlín 2016, congreso coorganizado por el Consejo de Prevención de la Delincuencia de Baja Sajonia, Nick Axford presenta la revisión que se convirtió en las entradas de CTC del registro Xchange de la EUDA.

  2. 02 · 2017–2021

    Registros, ensayos y la encuesta que viaja

    Los años escasos en reuniones de la red fueron ricos en evidencia. Nottinghamshire muestra cómo los servicios ordinarios cambian los resultados de niños y niñas, medidos en parte con preguntas de la encuesta a jóvenes de CTC, y la Grüne Liste Prävention lleva la lógica de registro de la fase cuatro de CTC a Viena y al congreso en línea de 2021. La conferencia plenaria de John Toumbourou en Lisboa 2018 presenta el ensayo australiano aleatorizado por conglomerados; la sesión plenaria de Frederick Groeger-Roth esa misma mañana convierte una década de implementación en una taxonomía de barreras. Croacia mantiene viva la encuesta a jóvenes en pósteres con muestras de 4.821 y 10.138 alumnos, y en 2020 Malmö y Baja Sajonia presentan CTC junto al modelo islandés en un simposio en línea por invitación.

  3. 03 · 2022–2026

    Una comunidad de práctica, con los creadores del modelo en la sala

    Tallin 2022 marca el punto de inflexión: una sesión específica, presidida por el OEDT (la actual EUDA), pone lado a lado la replicación alemana CTC-EFF, el trabajo de Malmö sobre la preparación y los veinte años de Croacia, y reclama un estudio europeo multipaís. Sarajevo 2023 suma Estonia, Grecia y Portugal a través de las adaptaciones de la encuesta realizadas en Frontline Politeia. Desde Cremona 2024, el Social Development Research Group de la University of Washington es una presencia fija: un taller previo al congreso, una conferencia plenaria, simposios sobre instrumentos de seguimiento y sobre la encuesta en todo el mundo, y una sesión campfire sobre una agenda de investigación transnacional. Berlín 2025 acoge el primer European Network Meeting, con dieciséis sesiones sobre CTC en un mismo programa, y Dublín 2026 se abre con una reunión europea y un simposio que recorre las cinco fases en Estonia, Irlanda, Estados Unidos, Suecia y Alemania, con Hawkins al frente del debate de clausura. La historia que empezó con su conferencia plenaria vuelve a él quince años después.

Cuatro hilos a lo largo de los años

  • La encuesta viajó primero

    La encuesta a jóvenes de CTC es el hilo que recorre todos los años: los análisis comunitarios neerlandeses en 2015, las grandes encuestas croatas en centros escolares desde 2019, tres nuevas adaptaciones a través de Frontline Politeia en 2023. Después, en 2024, un simposio sobre su psicometría en todo el mundo, el primer piloto de Irlanda y la versión digital de Croacia en 2026, con la adaptación brasileña Comunidades Que Cuidam a su lado.

  • Los registros son la infraestructura de la fase cuatro

    Xchange, nacido de la revisión de 2016, y la Grüne Liste Prävention alemana aparecen en los programas de seis de los dieciséis años. Una comunidad solo puede elegir programas evaluados si alguien los ha evaluado y catalogado antes; la EUSPR es el lugar donde se encuentran quienes mantienen los registros.

  • De los informes por país a una agenda común

    Hasta 2021, CTC en la EUSPR significaba un puñado de ponencias y pósteres al año. Desde 2022, los grupos europeos planifican juntos: un estudio multipaís propuesto en Tallin, una agenda de investigación y acción en Cremona, reuniones de la red en Berlín y Dublín.

  • Los creadores del modelo se quedaron en la sala

    Hawkins en 2011, Toumbourou en 2018 y 2024, y desde 2024 el equipo de Seattle de Margaret Kuklinski, Nicole Eisenberg y Dalene Beaulieu en todos los congresos. La adaptación europea nunca ha significado trabajar sin las personas que construyeron el modelo.
