Más allá del municipio

Empezar en el centro escolar, con la mirada puesta en el municipio

A menudo pasan años hasta que un municipio o un distrito inicia un proceso CTC. La encuesta juvenil se realiza de todos modos en los centros escolares, así que el proceso también puede empezar dentro de un solo centro: en Alemania como Schools That Care y Weitblick, los puntos claros del mapa.

El razonamiento es sencillo. Una comunidad necesita un mandato, una persona coordinadora y un presupuesto antes de su primera encuesta, y eso puede tardar mucho. Los datos en los que se apoya el proceso, la encuesta juvenil anónima, se recogen en los centros escolares de todos modos, y en el ensayo estadounidense la mayoría de los programas contrastados que eligieron las comunidades se aplicaron en las escuelas. Por eso puede tener sentido empezar dentro de un solo centro, con su propio grupo de coordinación, sus propios resultados de encuesta y su propio plan de prevención. El objetivo no cambia: tras el proceso escolar, los datos se llevan a las interfaces y, en el mejor de los casos, a un proceso CTC a escala municipal. El centro escolar es un primer paso, no un sustituto.

En Alemania esto responde a una obligación. La ley exige a los centros escolares elaborar conceptos de prevención, y la encuesta CTC les ofrece una base sólida para ello. Schools That Care (STC) nació como una cooperación de FINDER e.V. con el Consejo de Prevención del Delito de Baja Sajonia: a lo largo de unos dos años, un grupo de coordinación formado por la dirección, el profesorado, el trabajo social escolar, las familias y el alumnado recorre las fases de CTC dentro de un solo centro, desde la encuesta, pasando por un inventario de lo que el centro ya ofrece, hasta un plan de prevención escrito con programas contrastados de la Grüne Liste Prävention, el registro alemán. Weitblick es su desarrollo posterior hasta convertirse en un programa para centros de todos los tipos en toda Alemania, gratuito para los centros, financiado por la Asociación de Aseguradoras Privadas de Salud (PKV-Verband) de 2022 a 2026 y evaluado externamente por la Facultad de Medicina de Hannover (MHH) con un diseño secuencial cuasiexperimental de 72 centros en seis oleadas. Los primeros análisis a nivel de centro, con 11 centros de intervención y 29 de control, indican que la adopción de la prevención basada en la ciencia y la cooperación intersectorial mejoraron solo en los centros de intervención.

Para este trabajo, la encuesta juvenil CTC se amplió con otros instrumentos, entre ellos módulos sobre uso de medios, sobre actividad física y alimentación y sobre violencia sexualizada. Estos módulos están a su vez a disposición de los municipios que llevan a cabo el proceso CTC completo, de modo que la encuesta escolar y la encuesta comunitaria pueden apoyarse en el mismo cuestionario.

La Unión Europea ha cofinanciado Communities That Care en Europa tres veces desde 2008 y cofinancia hoy un piloto en Estonia, y desde 2025 los grupos europeos de CTC celebran cada año una reunión de la red en el congreso de la EUSPR.

Congreso anual de la EUSPR

La European Society for Prevention Research reúne cada otoño a investigadores y profesionales de la prevención. Los grupos europeos de CTC aprovechan la jornada previa al congreso y el programa para reunirse, comparar adaptaciones y planificar el trabajo conjunto: una reunión de la red en Liubliana 2015, un taller de CTC en Cremona 2024, el European Network Meeting con la University of Washington en Berlín 2025, y Dublín 2026.
