Voorbij de gemeente

Beginnen op school, mikken op de gemeente

Het duurt vaak jaren voordat een gemeente of een regio een CTC-proces begint. De jongerenenquête wordt toch al op scholen afgenomen, dus het proces kan ook binnen één school beginnen: in Duitsland als Schools That Care en Weitblick, de lichte stippen op de kaart.

De redenering is eenvoudig. Een gemeenschap heeft een mandaat, een coördinator en een budget nodig voordat de eerste enquête kan plaatsvinden, en dat kan lang duren. De gegevens waarop het proces rust, de anonieme jongerenenquête, worden hoe dan ook op scholen verzameld, en in de Amerikaanse studie werden de meeste geteste programma’s die de gemeenschappen kozen op school uitgevoerd. Het kan dus zinvol zijn om binnen één school te beginnen, met een eigen stuurgroep, eigen enquêteresultaten en een eigen preventieplan. Het doel verandert niet: na het schoolproces worden de gegevens over de grenzen heen gedragen, bij voorkeur naar een CTC-proces op gemeentelijk niveau. De school is een eerste stap, geen vervanging.

In Duitsland sluit dit aan bij een verplichting. Scholen zijn wettelijk verplicht om preventieconcepten op te stellen, en de CTC-enquête geeft hun daarvoor een stevige basis. Schools That Care (STC) begon als een samenwerking van FINDER e.V. met de Raad voor Criminaliteitspreventie van Nedersaksen: in ongeveer twee jaar doorloopt een stuurgroep van schoolleiding, leerkrachten, schoolmaatschappelijk werk, ouders en leerlingen de CTC-fasen binnen één school, van de enquête via een inventarisatie van wat de school al aanbiedt tot een geschreven preventieplan met geteste programma’s uit de Grüne Liste Prävention, de Duitse databank. Weitblick is de doorontwikkeling tot een programma voor scholen van alle schooltypen in heel Duitsland, kosteloos voor de scholen, gefinancierd door de vereniging van particuliere zorgverzekeraars (PKV-Verband) van 2022 tot 2026 en extern geëvalueerd door de Medische Hogeschool Hannover (MHH) in een quasi-experimenteel sequentieel design met 72 scholen in zes golven. Eerste analyses op schoolniveau, met 11 interventiescholen en 29 controlescholen, laten zien dat de invoering van wetenschappelijk onderbouwde preventie en de samenwerking over sectoren heen alleen in de interventiescholen verbeterden.

Voor dit werk is de CTC-jongerenenquête uitgebreid met verdere instrumenten, waaronder modules over mediagebruik, over bewegen en voeding en over seksueel geweld. Deze modules staan op hun beurt ter beschikking van gemeenten die het volledige CTC-proces doorlopen, zodat een schoolenquête en een gemeenschapsenquête op dezelfde vragenlijst kunnen rusten.

Gesteund door Europa, bijeen op de EUSPR

De Europese Unie heeft Communities That Care in Europa sinds 2008 drie keer medegefinancierd en medefinanciert vandaag een Estse pilot, en sinds 2025 houden de Europese CTC-groepen elk jaar een netwerkbijeenkomst op de EUSPR-conferentie.

De European Society for Prevention Research brengt elk najaar preventieonderzoekers en praktijkmensen samen. De Europese CTC-groepen gebruiken de dag vóór de conferentie en het programma om elkaar te ontmoeten, adaptaties te vergelijken en gezamenlijke activiteiten te plannen: een netwerkbijeenkomst in Ljubljana 2015, een CTC-workshop in Cremona 2024, de European Network Meeting met de University of Washington in Berlijn 2025, en Dublin 2026.
