Report by CIES-Iscte on the first full application of the Communities That Care Youth Survey in Portugal, carried out within the EU-funded Frontline Politeia project (JUST-2020-AG-DRUGS), for which Portugal was among the countries lacking systematic data to support prevention decisions. Method: specialised translation with cultural adaptation, validated by an expert focus group and by cognitive and pilot pre-tests that also checked classroom procedures, reliability and scale validity; online administration to pupils of the third cycle of basic education and of secondary education in the public schools of the Autonomous Region of the Azores between March and May 2023, yielding 1,218 complete responses. Results: sections on demographic characteristics, risk factors (drug use, early use, access, delinquency-related behaviour) and protective factors (opportunities and rewards for prosocial involvement); only 4 per cent reported lifetime illicit drug use, but about two thirds of secondary pupils had tried alcohol and 32 per cent drank regularly, almost a quarter of secondary pupils had tried cannabis, and most reported high family involvement. Recommendations call for evidence-based prevention, continuous and longitudinal data collection with representative samples, workforce training and networking. A descriptive diagnostic report on a non-representative sample; no CTC coalition or programme process is proposed.
