Final report of the evaluation commissioned by the Dutch Ministries of Justice and of Health, Welfare and Sport of the four CTC pilot projects in neighbourhoods of Amsterdam, Arnhem, Rotterdam and Zwolle, which started in 2000 for three years with NIZW as national support body and DSP-groep as evaluator. Method: process evaluation along the five phases (project-leader interviews, a repeated key-person survey on support, written questionnaires) plus a first and a final school survey with the Dutch version of the CTC questionnaire; earlier stages were reported in 2001 and 2002. Results: in three of the four pilots most process objectives were met, all phases took longer than planned, and Arnhem discontinued CTC after the experimental period for lack of support in the municipal administration; usable Dutch instruments emerged, neighbourhood profiles and prevention plans were rated positively, cooperation between agencies improved, and 28 of the 90 planned activities (31 per cent) appeared in the second edition of the programme guide Veelbelovend en effectief; new projects were harder to introduce than strengthening existing provision. Conclusion: no changes in risk factors, protective factors or problem behaviour could be expected or found one year into implementation; three municipalities continued CTC with their own funds.
