CTC vid EUSPR 2011–2026: från en huvudföreläsning till ett nätverk

European Society for Prevention Research har mötts varje år sedan 2010. Communities That Care har stått på programmet vid nästan varje konferens sedan Lissabon 2011: först som berättelser från enskilda länder, därefter som ett EU-projekt och sedan 2022 som en europeisk praktikgemenskap som möter modellens utvecklare öga mot öga. Det här arkivet rymmer varje CTC-relaterad session, med titlarna som de är tryckta och det ursprungliga programmet som källa.

  1. 01 · 2011–2016

    Ankomst, och ett europeiskt projekt

    Berättelsen börjar med att J. David Hawkins, en av CTC:s upphovsmän, håller en huvudföreläsning i Lissabon 2011 om folkhälsovinsterna med prevention som omfattar hela lokalsamhället, medan en grupp från Zagreb rapporterar om CTC i Istrien, och Nederländerna och Niedersachsen jämför erfarenheter i Kraków. I Paris 2013 är den tyska implementeringen ett plenarföredrag. I Palma 2014 presenterar det EU-finansierade CTC European Network sin jämförelse av ungdomsenkäten mellan länderna och sin översikt över verksamma program, och i Ljubljana 2015 håller projektet sitt första möte i en ledig lucka i programmet. I Berlin 2016, medarrangerat av Landespräventionsrat Niedersachsen, delstatens brottsförebyggande råd, presenterar Nick Axford den översikt som blev CTC-posterna i EUDA:s register Xchange.

  2. 02 · 2017–2021

    Register, studier och enkäten på resa

    De magra åren för nätverksmöten var rika på evidens. Nottinghamshire visar hur ordinarie verksamheter förändrar barns utfall, delvis mätta med frågor ur CTC:s ungdomsenkät, och Grüne Liste Prävention tar registerlogiken i CTC:s fjärde fas till Wien och till onlinekonferensen 2021. John Toumbourous huvudföreläsning i Lissabon 2018 redovisar den australiska klusterrandomiserade studien; Frederick Groeger-Roths plenarföredrag samma förmiddag förvandlar ett decennium av implementering till en taxonomi över hinder. Kroatien håller ungdomsenkäten levande på postrar med urval på 4 821 och 10 138 elever, och 2020 presenterar Malmö och Niedersachsen CTC vid sidan av den isländska modellen i ett inbjudet onlinesymposium.

  3. 03 · 2022–2026

    En praktikgemenskap, med utvecklarna i rummet

    Tallinn 2022 är vändpunkten: en särskild session under ledning av EMCDDA ställer Tysklands replikation CTC-EFF, Malmös arbete med förutsättningarna och Kroatiens tjugo år sida vid sida och efterlyser en europeisk studie över flera länder. Sarajevo 2023 lägger till Estland, Grekland och Portugal genom Frontline Politeias anpassningar av enkäten. Från Cremona 2024 är University of Washingtons Social Development Research Group en fast punkt: en workshop dagen före konferensen, en huvudföreläsning, symposier om uppföljningsverktyg och om enkäten världen över, och en campfire-session om en gränsöverskridande forskningsagenda. I Berlin 2025 hålls det första europeiska nätverksmötet, med sexton CTC-punkter i ett och samma program, och Dublin 2026 öppnar med ett europeiskt möte och ett symposium som går igenom de fem faserna i Estland, Irland, USA, Sverige och Tyskland, med Hawkins som leder den avslutande diskussionen. Berättelsen som började med hans huvudföreläsning återvänder till honom femton år senare.

Fyra trådar genom åren

  • Enkäten reste först

    CTC:s ungdomsenkät är den tråd som löper genom varje år: nederländska analyser på lokalsamhällesnivå 2015, stora kroatiska enkäter i skolorna från 2019, tre nya anpassningar genom Frontline Politeia 2023. Därefter ett symposium om enkätens psykometri världen över 2024, Irlands första pilot och Kroatiens digitala version 2026, med det brasilianska Comunidades Que Cuidam vid sidan av dem.

  • Registren är infrastrukturen för fas fyra

    Xchange, sprunget ur översikten 2016, och Tysklands Grüne Liste Prävention förekommer i sex av de sexton årens konferensprogram. Ett lokalsamhälle kan bara välja prövade program om någon har prövat och förtecknat dem; EUSPR är platsen där de som förvaltar registren möts.

  • Från landsrapporter till en gemensam agenda

    Fram till 2021 innebar CTC vid EUSPR en handfull föredrag och postrar per år. Sedan 2022 planerar de europeiska grupperna tillsammans: en studie över flera länder föreslogs i Tallinn, en forsknings- och handlingsagenda i Cremona, nätverksmöten i Berlin och Dublin.

  • Utvecklarna stannade kvar i rummet

    Hawkins 2011, Toumbourou 2018 och 2024, och sedan 2024 gruppen från Seattle, Margaret Kuklinski, Nicole Eisenberg och Dalene Beaulieu, vid varje konferens. Europeisk anpassning har aldrig inneburit att arbeta utan de människor som byggde modellen.
