Resumo
Consultancy review commissioned by the City of Malmö's directorate for sustainability and safety after the 2020 council decision to spread Communities That Care to the whole city had not been implemented. Public Partner interviewed the central CTC staff at the city office and senior managers and development leaders of the labour-market and social, pre-school, primary school, leisure and culture departments and read the city's steering documents; the report is dated October 2023. It finds broad agreement on the value of the CTC youth survey, the risk and protective factor logic and the area teams, and credits the local development leaders with concrete results, but identifies weaknesses in governance: an unclear council mandate, a system-leadership role at the city office that sits uneasily with Malmö's decentralised model of strong sector committees, poor communication, and the absence of the planned research follow-up, so that effects could not be attributed with confidence. It concludes that the failure to implement is not due to the CTC system itself and recommends keeping CTC's core components and process steps while toning down CTC as a label and moving system leadership to a sector department. The review is qualitative and reports no outcome data.
