Report in German from the Hannover Medical School for the project Effects of Communities That Care on the development of municipal prevention structures and the local introduction of evidence-based prevention measures, funded by the Stiftung Deutsches Forum für Kriminalprävention, project period May to December 2024 (05–12/2024). It draws on the CTC-EFF study (38 CTC and comparison municipalities in three federal states, surveyed twice in 2021–2023) to identify what makes a high-quality CTC implementation and what follows for training and process support. It asks how community capacity for prevention changed in CTC municipalities compared with others, how that capacity affected the achievement of CTC milestones, and how systemic changes relate to rural or urban location and deprivation. Path models on a small base of 7 to 12 municipalities point to team communication, conflicts, barriers, opportunity costs and a positive attitude towards CTC as the strongest influences on implementation quality. The report then formulates recommendations on staffing (at least half a post for CTC coordination), communication and integration within the area team, training and advice by the transfer offices, participants’ motivation and attitude, CTC-specific prevention knowledge, public relations and participation in the local process.
