Report (in German) on the fifth state-wide Communities That Care youth survey in Lower Saxony, conducted in 2021/2022 by the University of Hildesheim in cooperation with the Lower Saxony Crime Prevention Council; this is the first edition, later superseded by a revised second edition. CTC aims to prevent adolescent problem behaviour by creating conditions in which children and young people can grow up safely and healthily. The state-wide survey produces reference values for how often risk and protective factors for problem behaviour occur among pupils, and those reference values are printed in the report. A municipality running its own CTC youth survey compares its local figures with these benchmarks, identifies where its prevention needs lie and selects evidence-based programmes to match. For European readers the report shows the benchmarking step in practice: a local profile only becomes interpretable once it can be set against a comparable population, which is why CTC regions maintain recurring state-level surveys.
