Summary

Companion volume to the 2009 evaluation Opgroeien in veilige wijken, describing the three Zuid-Holland CTC sites Maassluis, Rotterdam-Hoogvliet and Leiden-Stevenshof one by one. For each site the report covers the local context and the situation of young people, the reasons for adopting CTC, steering group, prevention team and working groups, administrative and political embedding, the objective structure (effect, process and policy objectives and how they were measured), the prevention plan with the programmes deployed and their timing, the organisations involved and the course of introduction and implementation, with appendices on proposed objectives per programme, survey results and young people's views of their neighbourhood. The notes build on start reports of June 2006, supplemented by interviews in April 2008 and finalised in April 2009; in Maassluis repeated changes of project leader made data on implementation hard to collect. A descriptive record of implementation intended to accompany the main evaluation; it contains no effect analysis of its own.
