German-language chapter (pp. 151–172) in the volume Early Prevention – Frühe Prävention. Strategien und Erfahrungen aus 12 Ländern (Deutsches Jugendinstitut, Munich, 2007), in which Harrie Jonkman (Netherlands Institute for Care and Welfare, NIZW) describes the Dutch route towards an evidence-based prevention policy. He first traces trends in youth violence and delinquency (the share of minors with police contact rose from 2.8% in 1980 to about 4.2%), then sets out a holistic developmental perspective on how problem behaviour arises across family, school, peers and neighbourhood, and finally presents two examples of effective early prevention: the classroom programme Taakspel, a Dutch adaptation of the Good Behavior Game tested in a randomised trial with 644 pupils at 13 primary schools, and Communities That Care as a neighbourhood strategy. The CTC section explains the five-phase process, the youth survey, the programme menu and the NIZW’s three-year support model, summarises US, British and Dutch evaluations (in three of the four Dutch pilot areas CTC became the basis of local youth policy) and points to the then-running US randomised trial in 24 communities.
