German-language article in Prävention und Gesundheitsförderung (2024, vol. 19, pp. 512–520) that reads community capacity for health promotion through the lens of critical health literacy: a municipality should be able to shape the social determinants of health on its own territory. Because capacity-building approaches are spreading in German community health promotion but remain little researched, the authors describe how facets of that capacity are developed in selected German towns and whether the COVID-19 pandemic affected local health promotion. The data come from the second wave of the CTC-EFF key-informant survey in 2023 (n = 235) in 30 towns and municipalities in Lower Saxony, Rhineland-Palatinate and Baden-Württemberg, analysed descriptively. Problem-solving ability, inter-organisational information exchange and public support for prevention were well developed in most places; strategic planning, linking and coordinating measures, resources and resource sharing, evidence-based practice and public relations showed deficits. The pandemic had a large impact on prevention work, with signs of catch-up effects. The authors conclude that effective capacity-building approaches should be used and note limited generalisability, describing the very gaps that the CTC process is meant to close.
