Summary
Companion volume to Opgroeien in veilige wijken, the Verwey-Jonker Institute's 2004 to 2006 national evaluation of Communities that Care for the Ministries of Justice and of Health, Welfare and Sport. It contains site-specific descriptions of five Dutch pilots: Amsterdam-Midden-Noord (Van der Pekbuurt, Vogelbuurt and Bloemenbuurt), Rotterdam Oude Noorden, Zwolle-Zuid, Almere-Buiten and Leeuwarden-HASW. Each chapter follows the same structure: positioning and city-wide roll-out, local context and situation of young people, organisation (steering group, prevention team, project leader), administrative and political embedding, the objectives set for prioritised risk and protective factors, implementation of the prevention plan, registration and monitoring, and bottlenecks experienced in the CTC process. The descriptions rest on start reports of April 2005, project documents, written questionnaires to project leaders, coaches and NIZW support staff, and interviews in spring 2005 and 2006. The volume is a documentation of implementation, not an evaluation of effects; findings on results and conclusions are reserved for the main book. It records, for instance, that the first pilots began in 1999 with untranslated programmes and changing project leaders, and that CTC gradually came to be seen as a steering instrument.
