Report by Malmö's labour-market and social administration, requested by the executive board after it withdrew the CTC decision in 2024, summarising what the city's CTC work achieved between 2018 and 2024 and how the lessons will shape universal prevention in future. It draws on the CTC surveys of 2017, 2019 and 2023, the area teams' annual process evaluations, programme pre- and post-measurements and the 2023 Public Partner review. Against a baseline averaged from 2017 and 2019, seven of the nineteen problem outcomes prioritised by the five area teams improved by 2023, five were unchanged and seven worsened; 18 of 26 prioritised risk and protective factors moved in the intended direction. About 2,200 people from roughly 70 organisations were trained in the Social Development Strategy. Class-level measurements for the Good Behaviour Game (Hjärnspelet) show a mean 57.2 per cent reduction in rule-breaking behaviour among 1,000 pupils, and areas with long-running EFFEKT delivery show lower alcohol and tobacco use than the city average. Guiding Good Choices was piloted but never rolled out. The report attributes the incomplete implementation to weak governance, staff turnover and conceptual confusion and sets out seven principles for future work. Effects are uncontrolled and the authors advise caution.
