Doctoral thesis, written in English, on implementation quality in the community-based mental-health promotion and prevention programmes of Istria County, the region that hosted the Croatian Communities That Care project. The Croatian summary places the work within the cooperation between Istria County and the Zagreb faculty under the CTC project and its sub-project „Preffi – osiguranje kvalitete u Istarskoj županiji“, which introduced the Dutch Preffi 2.0 quality instrument and a newly designed Training for Prevention. After a pre-study constructing implementation scales, two studies follow. The implementation-quality study covered 24 programmes with data from 24 managers, 55 implementers, 434 participants at mid-intervention and 744 at post-test; implementation factors were consistently rated lower than indicators of implementation quality, managers rated them lower than implementers, and quality was judged satisfactory to high by implementers and participants. The training study found that managers and implementers reported no improvement after the Training for Prevention, while participants in the experimental condition reported higher quality of delivery and responsiveness than controls. The author calls the training promising but in need of further research. The thesis evaluates programme implementation, not CTC outcomes.
