Summary
Conference report (in German) on validating German instruments for measuring system change in municipal health promotion. Effects on target groups take years to show, but effective community strategies change the local system within the first years; Germany lacked validated measures. The authors report construct and criterion validity for five system-change measures: adoption of science-based prevention, collaboration in prevention, cross-sector cooperation, support for prevention and financial support for prevention. Within the CTC-EFF study the Community Key Informant Interview was translated into German, adapted and cognitively pretested; in 2021, 209 key informants from 42 municipalities completed it. Confirmatory factor analyses tested construct validity and hierarchical linear models the share of variance between municipalities. Cronbach’s alpha reached, among others, 0.869 for prevention collaboration and 0.899 for cross-sector cooperation. On average 8.66% of the variance lay between municipalities, with 19.43% for adoption of science-based prevention. Adoption of science-based prevention correlated positively with cross-sector cooperation (r = 0.606, p = 0.004). The authors read this as first evidence that the German version yields valid measurements.
