Conference abstract from the European Public Health Conference 2025 with community-level analyses from the German CTC-EFF study on what shapes the quality of CTC implementation and how the resulting system changes translate into wider use and reach of evidence-based programmes. In 2023, 22 members of seven CTC coalitions were surveyed on influencing factors and an implementation-monitoring tool was applied (n = 13). In 2021 and 2023, 330 key informants from 17 CTC and 16 comparison communities were interviewed on system-change outcomes, and programme implementers on delivery and reach. Bivariate community-level regressions found nine factors associated with implementation quality. Higher quality was linked to more collaboration for prevention (β = .637) and higher progress to greater adoption of a science-based approach (β = .565); adoption (β = .368) and financial support (β = .500) predicted more programme implementation, and community support broader reach (β = .393). With limited power only large effects reached significance; the pattern matches the CTC logic model.
