Summary

Conference report (in German) from the CTC-EFF study testing whether a community’s capacity for prevention is related to adolescent substance use, using baseline data from 29 municipalities. 7,439 pupils were surveyed on alcohol use, binge drinking, smoking and drug use, and 182 key informants rated ten domains of community capacity, from participation and knowledge to leadership and critical awareness. Eleven hierarchical logistic models per outcome covered the ten domains and a total score. A higher total capacity score was associated with lower prevalence of smoking (OR = 2.48; 95% CI 1.66–8.54) and alcohol use (OR = 3.19; 95% CI 1.21–8.42), but not with drug use or binge drinking. The individual domains showed a consistent pattern of lower use where capacity was higher. The authors conclude that higher community capacity goes with less adolescent substance use and argue for capacity building in municipal prevention. The design is cross-sectional, so the association cannot be read as causal; the odds ratios are given as the authors report them.
