Chapter (in German) in the proceedings of the German Congress on Crime Prevention, explaining why and how the Grüne Liste Prävention added its first entry devoted entirely to structural prevention. Of the register’s 100 programmes nearly all were behavioural, and CTC communities had repeatedly asked for environmental measures against the risk factor of alcohol availability. The authors searched the literature for evaluations of measures that reduce young people’s access to alcohol and sorted them by whether a German municipality can implement them itself. The resulting collective entry, online since autumn 2022, groups 78 studies into seven areas: retail, gastronomy and nightlife, sports clubs, public space, road traffic and public transport, media, and community multi-level programmes such as STAD. It is rated at evidence level two, because international evaluations cannot reach the top level given limits to transferability. The chapter concludes that combining measures raises the overall effect, that municipal scope is narrowed by federal and state law, and that the strongest levers, pricing and advertising bans, lie beyond local competence.
