Chapter in the American Psychological Association’s Handbook of Adolescent Drug Use Prevention reviewing what community-level interventions can do to reduce alcohol and drug use among children, adolescents and young adults, and what makes them hard to implement. Fagan and Hawkins concentrate on coalition-based strategies, in which residents and local professionals plan, deliver and oversee prevention so that services are coordinated, locally owned and delivered at scale. CTC is described in detail as the worked example: the training and technical assistance that help a coalition assess local needs from data, select tested programmes and monitor implementation quality. The chapter presents the results of the community-randomised evaluation of CTC in 24 communities in seven states and closes with recommendations for research on the mechanisms behind community-wide change in substance use and on the cost-effectiveness of the approach.
