Summary
Conference report (in German, GMS proceedings) on revising the rating criteria of the Grüne Liste Prävention, the German evidence register of prevention programmes. A programme is listed if it meets criteria for concept and implementation quality and has at least one scientific evaluation from a German-speaking country with positive results; listed programmes are sorted into three levels by the strength of that evidence. The criteria dated from 2011 and had nothing to say about structural and setting-based measures. The authors compared the categorisation concepts of two international registers, Blueprints and Xchange, and of key institutions of evidence-based medicine and prevention (IQWiG, Cochrane, GRADE, AHRQ, BZgA, CDC) and derived modified criteria for single studies, for the certainty of the overall effect and for the final rating. Risk of bias and the designs typical of structural prevention now weigh more; certainty considers bias, consistency, precision, transferability, sustainability and applicability to Germany. Interventions with stronger support are labelled as demonstrated effectiveness, weaker ones as potential effectiveness, each with two subcategories.
