Summary
Conference report (in German) with the first results of the BMBF-funded CTC-EFF study, which replicates for Germany the US Community Youth Development Study, the cluster-randomised trial showing that CTC improves risk and protective factors and health behaviour and that this effect is mediated by five intermediate system-change outcomes. CTC-EFF is a quasi-experimental longitudinal study with 21 municipalities introducing CTC and 21 comparison municipalities matched a priori one to one on demography, economy and crime. Data come from a 2021 survey of key informants (n = 192). Apart from the share with a higher-education entrance qualification (intervention 86%, comparison 96%), respondents did not differ on personal characteristics. On the intermediate outcomes they differed only in adoption of science-based prevention (p = 0.008), not in prevention collaboration, cross-sector cooperation, financial support or public backing. The authors conclude that matching largely produced baseline equivalence and that the small head start of the intervention communities is plausible, since they had already taken first implementation steps before the baseline survey.
