Final evaluation report in German (Verlag Sozial•Raum•Management, Cologne, 2013) on the model programme that brought Communities That Care to Germany: the Lower Saxony project SPIN (Sozialräumliche Prävention in Netzwerken), implemented from 2008 in three sites, Hannover-Mühlenberg, Göttingen-Weststadt and the district of Emsland. Commissioned by the Landespräventionsrat Niedersachsen and written by the Sozial•Raum•Management research group at Cologne University of Applied Sciences, the book lays out the theoretical foundations of CTC, reviews process evaluations from the United States, the Netherlands, England and Scotland, documents the implementation in Lower Saxony and evaluates all five CTC phases along the dimensions context, input, process and product. Since effects on delinquency could not yet be expected within the project period, the evaluation focuses on structures. Its central finding is high acceptance of and identification with CTC in the model areas, because the systematic procedure offers clear instructions and practical aids; CTC fits German youth welfare structures well, but needs a coordinator with roughly 20 hours a week, training adapted to German conditions and the Grüne Liste Prävention as an indispensable programme pool.
