Summary
Conference report (in German) from the CTC-EFF study on how Communities That Care was implemented in German municipalities during the pandemic. CTC normally takes 24 to 30 months across five phases. In summer 2022, 17 municipalities implementing CTC took part; 12 CTC coordinators reported on implementation progress and 22 members of eight area teams rated ten success conditions, among them community readiness, team diversity, prevention knowledge, cohesion, efficiency, team influence, perceived CTC effectiveness, conflicts, turnover and implementation barriers. Of the 17 municipalities, five were in Phase 1, three in Phase 2, five in Phase 3 and two each in Phases 4 and 5. Mean implementation was 78% in Phase 1 (range 32–100) and 70% across all completed phases. Four area teams still had too little prevention knowledge, three too little diversity and two too little influence; the other conditions were at least acceptable. The authors conclude that the pandemic slowed implementation and delayed the formation of some area teams, but that the levels reached are acceptable.
