Summary
Conference report (in German, GMS proceedings) on how far German municipalities had got with Communities That Care by the end of the CTC-EFF study. CTC runs in five phases over 24 to 30 months, from network building and training through a community profile of risk and protective factors to a needs-based action plan and its evaluated delivery. CTC-EFF (2020–2023, BMBF-funded) was a non-randomised, cluster-controlled replication with 21 CTC and 21 comparison communities in four federal states. Between December 2023 and March 2024, 13 local coordinators completed the Milestone-and-Benchmark Tool and 30 members of seven area teams rated ten success conditions in the Coalition Board Interview; analysis was descriptive. The average implementation of completed phases ranged from 56% to 80%, 64% overall. Every team lacked prevention expertise, five reported too little influence and high implementation barriers; diversity, turnover, cohesion, efficiency and conflict were deficits in single teams. The pandemic slowed implementation; the authors recommend involving more diverse actors and improving the expertise on offer to team members.
