Summary

Conference report (in German) introducing Communities That Care to a public-health audience as a way of translating prevention science into municipal health promotion. Quality-assurance procedures for prevention and health promotion exist in Germany, but none is used nationwide, and CTC had so far been taken up almost only by crime prevention. Based on a selective literature review, the authors describe CTC, developed in the USA in the 1990s, where community means a small town or district. Implementation runs in five phases: Phase 1 builds community readiness and team functioning, Phase 2 collects epidemiological data, Phase 3 prioritises risk and protective factors and gaps, Phase 4 selects evidence-based measures and an action plan, Phase 5 implements and evaluates it, and the cycle repeats every two years. Studies from the USA and Australia support effectiveness, with 96% of the effects mediated by communities adopting science-based prevention. CTC has proven itself as a quality-development approach, they conclude, and should extend to other age groups and fields such as nutrition and physical activity.
