Peer-reviewed article in Security Journal presenting the evaluation of the first three Communities That Care projects in England and Wales, funded by the Joseph Rowntree Foundation and reported in full in Crow et al. (2004). CTC projects aim to improve community security by lowering the risk of young people becoming involved in problem behaviour through a risk-factor model, community coalitions and evidence-based programmes. The evaluation combined process research with repeated school surveys of risk and protective factors in the project areas and among comparison pupils. Results: two of the three projects were not implemented as intended, so no effect could be expected there; the one project that was implemented showed indications of a positive impact on the factors associated with problem behaviour among children living in the CTC area compared with children from the same schools living outside it. The authors draw out issues for community-based programmes built on the risk-factor paradigm, particularly implementation quality, site selection and the time needed before effects can be expected, and the lessons for early-intervention initiatives. Findings are indicative rather than conclusive; the design allowed no causal attribution.
