Needs-assessment study from the town of Gospić (Lika), where a project modelled on Communities That Care (development, implementation and evaluation of a community prevention model) was being run. Risk and protective factors in four domains (community, family, school, peers and individual) were measured with the adapted Croatian CTC questionnaire for children and young people (Mihić, Novak and Bašić, 2010) among 281 pupils aged 15 to 18 in the town's two secondary schools. The most pronounced community risk factors were attitudes and laws and norms favourable to drug use, attitudes favourable to antisocial behaviour, community disorganisation, poor academic achievement, rebelliousness and drug availability; in the family, parental attitudes favourable to drug use and antisocial behaviour, family conflict and poor discipline; among peers and at school, low school commitment and friends who use drugs. The strongest protective factors were opportunities and rewards for prosocial involvement in the community and at school, religiosity, belief in the moral order, prosocial peers and family attachment. Alcohol, tobacco and painkillers were the substances most used. Guidelines for targeted prevention investment were derived from the profile. It is a descriptive cross-sectional survey without comparison group or outcome data.
