Short German-language article in Public Health Forum (2024, vol. 32, no. 3, pp. 181–185) summarising what the CTC-EFF study found about community capacity, the bundle of collaborative, planning and resource-related abilities that a municipality needs to run effective prevention and health promotion. Drawing on data from the CTC-EFF study in German municipalities, the authors examine how community capacity relates to the use of evidence-based prevention and health-promotion strategies and to adolescent substance use. Municipalities with higher capacity levels were more likely to work with evidence-based strategies and showed lower prevalences of substance use among young people. The authors conclude that capacity building deserves a place of its own within prevention strategies, which is precisely what the coalition-building and training phases of Communities That Care are designed to deliver. For European readers it is a compact statement of the mechanism that CTC relies on, drawn from German rather than US data.
