German-language article in forum kriminalprävention (2/2025) presenting a re-analysis of data from the CTC-EFF study, the first controlled evaluation of Communities That Care in Germany. Because adolescent development is shaped mainly by neighbourhood, school, peers and family, and CTC has proven effects in the United States and Australia, the authors ask whether the same system-level mechanisms appear in 34 municipalities from three federal states surveyed in 2021 and 2023, while the COVID-19 pandemic slowed implementation (six of 19 CTC municipalities never formed an area team; the mean implementation score across completed phases was about 70%). CTC communities tended towards stronger adoption of science-based prevention, better prevention collaboration and more public and financial support than controls, while cross-sector cooperation moved the other way; none of these system-level differences reached significance. The number of evidence-based programmes rose significantly in CTC communities (3.57 to 8.57, p = 0.004) but not in controls (1.88 to 3.41, p = 0.089), with no significant change in reach; in the 12 remaining matched pairs the CTC municipality led on science-based prevention in eight. The authors read this as first evidence of effectiveness in Germany, pending a third survey wave.
