Practice-oriented article in German from forum kriminalprävention (1/2023) giving the first applied overview of results from the CTC-EFF study, the first German dataset on which local conditions make municipal prevention of adolescent substance use, violence and delinquency work. The authors surveyed 182 key informants in 38 municipalities in Lower Saxony, Baden-Württemberg and Rhineland-Palatinate and linked their answers to a student survey of 7,210 pupils in 28 municipalities and to telephone interviews with 242 local prevention actors. Three capacity factors stood out: municipalities with good collaboration for prevention were 26 times more likely to pursue effective prevention strategies, those able to respond to identified needs 20 times, and those with strong cross-sector cooperation 10 times. Higher community capacity went with lower adolescent substance use; low-capacity municipalities had roughly three times as many regular drinkers. Municipalities with a strong science-based approach ran almost twice as many evidence-based programmes and reached about 50% more people. A first look at 17 CTC municipalities shows implementation slowed by the pandemic, with an average implementation score of around 70%. The article closes with recommendations for municipal prevention practice.
