Practice-oriented article in German from forum kriminalprävention (2/2025) on how municipalities can fund Communities That Care through Germany’s statutory health insurers. The authors start from the observation that adolescent health problems and delinquency share the same risk and protective factors and cite the Australian benefit-cost analysis of CTC, in which 93% of the economic benefit came from reduced crime, itself a downstream effect of prevented alcohol use. They then show how the funding route opened by §20a of Social Code Book V (settings-based prevention paid for by health insurers) can finance durable CTC structures, and illustrate it with two cases: a mid-sized city of about 100,000 residents that used a three-year grant to build school-specific prevention plans, and a rural district of about 150,000 residents in southern Germany that financed district-wide coordination. Recommendations include political backing by council resolution, at least half a post for coordination and twelve months of lead time before funding starts. The article argues that CTC’s data-driven, evidence-based method already meets the insurers’ quality criteria, placing it at the interface of health and public safety.
