Starting from the core elements of developmental prevention, knowledge of risk and protective factors, of the fields of action from the individual to the social environment, and of which measures work, the author presents CTC, developed by the Social Development Research Group at the University of Washington, as a strategic approach that helps municipalities apply prevention research systematically: a representative youth survey yields a local profile of risk and protective factors, a coalition of local decision-makers and practitioners sets priorities, tested programmes fill the gaps, and repeated surveys monitor the results. He cites the US evidence available at the time, including the randomised trial in 24 communities in which eighth-graders in CTC communities reported 31% fewer delinquent acts and 37% less binge drinking after three years, and describes the model trial that the Landespräventionsrat Niedersachsen started in 2009 at three sites, where the first CTC student survey covered 60 schools. Evaluation results were not yet available; the article is the founding text of CTC in Germany.
