Article in German from forum kriminalprävention (4/2011, pp. 52–58) introducing the Grüne Liste Prävention, the recommendation list of tested prevention programmes that the Landespräventionsrat Niedersachsen built as part of the CTC model project. Interest in evidence-based prevention has grown steadily, and the Anglo-American “what works” tradition has produced lists of tested programmes; in Germany the demand for such information is growing too, but the authors warn against mistaking a list for a recipe book, since implementing a good programme is rarely simple. The database covers the domains family, school, children and adolescents, and neighbourhood, describes each programme in a uniform format and rates it on the strength of its effectiveness evidence in three levels, from theoretically well-founded through effectiveness probable to effectiveness demonstrated, following the Dutch developmental model of Veerman and van Yperen. Of about 150 candidate programmes screened, 34 were listed at the time of writing and 55 were under review, twelve of them meeting the highest level. The list exists to spread tested programmes and, within CTC, to let municipalities match programmes to their prioritised risk and protective factors.
