CTC is presented as a method that helps municipalities plan their prevention of adolescent problem behaviour with an eye to outcomes and scarce resources; developed in the United States and previously introduced in the Netherlands, it was tested in Germany for the first time by the Landespräventionsrat Niedersachsen in the model project SPIN (Sozialräumliche Prävention in Netzwerken, 2009–2012) at three sites: the Mühlenberg district of Hannover, the Weststadt district of Göttingen and four joint municipalities in the district of Emsland. Writing as project lead, the author walks through the phases of the implementation model, from clarifying the readiness of local key actors and forming a steering group and an area team, through the student survey and the prioritisation of two to three risk factors and one to two protective factors, to the action plan built from the Grüne Liste Prävention. The target of 18 months for phases 1 to 4 proved demanding, fitting CTC into existing German structures worked well, and from 2013 Lower Saxony planned to support further municipalities.
