Article in German from forum kriminalprävention (3/2021) introducing the CTC-Bundestransferstelle, the national transfer office for Communities That Care set up jointly by the Stiftung Deutsches Forum für Kriminalprävention (DFK) and the Deutscher Präventionstag (DPT). It first restates what CTC offers a municipality: a prevention framework that guides local actors, on the basis of a systematic analysis of risk and protective factors and existing strengths, to realign their prevention strategy for the long term and add effective programmes where needs are found, with training, tools and coaching from outside while the municipality itself remains the acting party. The framework strengthens and creates structures and values municipal autonomy and sustainability; implementing it means respecting local particularities and enabling multipliers on the ground to run CTC independently and permanently. The transfer office, financed as a four-year DFK project by the Federal Ministry of Justice and working closely with the Landespräventionsrat Niedersachsen, therefore trains state-level multipliers who can coach municipalities in their own federal state. Training began in 2020 with a pilot in Mecklenburg-Western Pomerania and Hesse, followed in 2021 by Rhineland-Palatinate and North Rhine-Westphalia, so that CTC training becomes available nationwide.
