Resumen
Professional paper that turns the 2010 evaluation of the prevention councils of Čakovec and Split into guidelines for prevention councils in Croatia. The councils were studied within the UNDP and Ministry of the Interior project on building a crime-prevention system and a coordination unit, in which the Faculty of Education and Rehabilitation Sciences acted as evaluation team and applied theoretical models of community prevention, including the Croatian six-step adaptation of Communities That Care. The paper proposes an organisational model for councils covering the founding process, the involvement of members, a model of council activities and cooperation with other bodies in the local community, and adds recommendations on improving council functioning, financing and visibility. The authors conclude that combining scientific knowledge on community prevention with a participatory research approach and cooperation among key people at different levels is a promising way to invest in the quality and effectiveness of preventive work, and that prevention councils can become carriers of science-based prevention. It is a guidance document derived from two case studies; no outcome data are reported.
